We are looking for questions on a proposal to renew the climate protection system (CCA) and on possible reforms if there was a future CCA system. This consultation took place from 3:30 p.m. on April 16, 2020 to 11:45 p.m. on June 11, 2020 This global meeting of heads of state and government will focus on how to improve joint efforts to combat climate change and take next steps. COP26 in Glasgow will be the most important meeting since the signing of the Paris climate agreement five years ago. As part of the consultation, it is also proposed to reopen the scheme to new entrants and allow operators to apply immediately to the scheme. The government expects applications for newcomers to close again on September 30, 2020. This should allow the Environment Agency (EA) sufficient time to assess all applications before the start of Target Period 5. According to press reports, Australian Prime Minister Scott Morrison will announce that the country will no longer use the emission credits transferred under a previous international climate agreement. In exchange for the sector`s energy efficiency target commitment (to be confirmed for target period 5), new entrants will benefit from a climate change tax (LCC) rebate on their energy bills. The percentage reduction for CCA holders is currently 92% for electricity, 81% for natural gas, 77% for LPG and 81% for other taxable raw materials. However, the objective will not cover aviation and shipping. These are two main sources of emissions that have been excluded from climate negotiations in the past because they are difficult to regulate.
Activists want the government to change that and say ignorance of these emissions underestimates the UK`s true carbon footprint. We provided a link to the BeiS consultation on extending the CCA system for a period of two years. The consultation ends on June 11, 2020. A dispute with China has threatened its coal exports, while the result of the recent US election has kidnapped a climate ally to the Australian government. The Department of Energy and Climate Change and industry have negotiated energy efficiency targets for each sector – the sector`s commitment. The objectives were then incorporated into framework agreements between inter-professional organisations and the Environment Agency. Umbrella agreements also list processes that are eligible for a CCA. In 2020, the BEIs negotiated new targets for 2021 and 2022. An underlying agreement is made by an operator for a site or group of sites within a given sector.
It contains energy efficiency or carbon efficiency targets adapted to their mode of operation under the framework agreement. The UK is not only the world`s fifth largest economy, but also the new President of the Conference of the Parties (COP), the main UN climate negotiating forum to be held in Glasgow in November 2021. We will implement the changes listed in the government`s response to the extension of the Climate Change Treaty (CCA), including the definition of the necessary legislation.
